I have Neem oil extract from Lowes it's 70% neem oil 30% other ingredients but it doesn't say what the other ingredients are. Is it safe to spray my dogs with it ?

We wouldn't use Neem Oil on our dogs. We use "Skin So Soft Silkening Gel" from Avon. It works wonders for fleasif you're trying to get rid of flies, go to your local feed store; in the Horse section they have Fly Sprays that are safe for your dogs!
