Anyone know of any way to get them there without having to do rabi s vaccine, waiting a month, doing a titre test, waiting another month, then shipping?

No.
You have to get the rabies shot first, then microchip.
Then you get the health certificate and titer 30 days after the above and can ship then.
I have shipped 6 dogs to Indonesia, and don't remember there being a 2 month wait; just a 1-month wait.
I charged boarding fees for that, as well as travel time ($250), because I had to drive 6-hours one-way to Atlanta (12-hr. round trip).
Atlanta was the only place I could ship within a thousand miles of Florida.

I can not speak about Indonesia, but if I can find a way around it in Greece, that I can, the Indonesian buyer should be able to find a way there.
