Have you checked for worms? Maybe drinking to much water before you take for a walk.

Is he pulling hard against his neck (trachea)?

That can often be the culprit.

Especially if he has a short muzzle or cleft palate.

Are you using a pulling/walking type harness or using just the dog collar? A hyper dog on a short leash will choke themselves down and vomit/cough etc. I used a 30 foot long heavy rope with a knot every foot to help reel in the slack or let it out. Allows a fast firm grip if dog lunges at something and rope runs through your hand and gets so hot you have to let go.

Hope you are walking your dog away from the public and not in the parks etc. Less the public sees your dogs the better off for them and your self. Cheers
