In a lot of cases the owner knows the thieves or at least knows someone who knows them.

It is hard to 'stumble upon' good dogs. Most crooks know what they are stealing and have somewhat of a value prior to.

Lots of times back tracing the who's and when's over the past few weeks/months bring things to light.
