Balls in the stumic... dllemma

The title is wrong, my dogs balls are in his inguinal area, under the skin and not in a sack like they supposed to, so the semen is sterile,


Does anyone have experience with surgery that stretches the vas deferens and place the balls to the back in a sack? My vet says its an option, but since the balls are underdeveloped he doesnt give me allot of chance.
