Having tangible, serious plans to commit murder is conspiracy.
"Saying" you are "going to kill someone" is neither conspiracy nor murder; that is called a THREAT.
And even if it's "conspiracy" ... "conspiracy" = conspiracy ... it does NOT equal murder.
Does he have a video, or doesn't he?
Threatening makes him unstable, but a threat isn't an action.
That is fine.
It's not that "I" don't believe the man made a threat; it's that you don't know the difference between a mere threat, a planned conspiracy, and actually doing.
